Successive typhoons are generating congestion, vessel delays and declining schedule reliability across East Asia, with disruption increasingly propagating beyond individual storm closures into regional and trans-Pacific shipping networks.

East Asia is moving from a sequence of temporary weather closures toward an accumulated shipping-network reliability problem. Individual ports can reopen quickly after a typhoon, but the regional network does not necessarily recover at the same speed. Repeated storms, vessel bunching, terminal congestion and displaced schedules mean the commercial impact is increasingly determined by recovery time between events rather than the duration of any single closure. |
East Asia has experienced an unusually concentrated sequence of severe tropical systems. Maersk reported that Typhoons Bavi, Dolphin, Narra, Peilou and Chan-Hom affected the region within approximately two weeks, producing flooding, congestion and delays to vessel operations.1
By 9 September, the carrier said recurring weather continued to drive congestion at many of the region’s busiest ports and was contributing to declining on-time vessel arrivals.2
The operational concern has therefore shifted from whether specific terminals close during individual storms to whether the wider network has sufficient time and spare capacity to restore schedules before the next disruption occurs.
Container liner networks depend on tightly sequenced port rotations. A vessel delayed at one Asian gateway may arrive late at subsequent ports, lose planned berth windows, create vessel bunching and displace equipment and crews across multiple voyages.
Maersk’s North American market update says typhoon disruption has already built shipment backlogs across Asia that are likely to take several weeks to clear, demonstrating that the effects are extending beyond immediate storm conditions.3
East Asian gateways sit at the origin of major container flows toward North America, Europe, the Gulf and other Asian markets. Persistent schedule displacement therefore creates exposure far beyond ports directly affected by tropical weather.
Importers may experience delayed arrivals even after weather conditions improve because ships, containers and terminal windows remain out of their intended network positions.
The principal commercial risk is consequently cumulative delay rather than isolated closure.
Weather disruption becomes commercially more significant when terminals and carriers lose the recovery time needed to absorb each successive shock.
Congestion can increase container dwell times, delay equipment repositioning, restrict export availability and force carriers to omit calls or adjust rotations in an effort to restore schedules.
The next analytical threshold is whether congestion remains elevated even during periods of improved weather. If it does, the operating problem has moved from meteorological disruption to network-capacity disruption.

P&C ASSESSMENT
The critical variable is no longer simply the track of the next typhoon. It is the remaining recovery capacity of the regional logistics network. Successive storms are arriving against an increasingly degraded schedule baseline. That makes subsequent disruptions more consequential because ships, terminal windows and containers are already displaced. If major gateways clear queues and on-time performance stabilises, the disruption should remain a seasonal reliability problem. If congestion continues through improved weather periods, the risk picture changes materially. The stronger indicator of normalisation will therefore be restored schedule reliability and backlog clearance, not simply the reopening of individual terminals. |
There is not yet sufficient public port-by-port data to determine how evenly congestion is distributed across the region.
The duration of current shipment backlogs will vary significantly by carrier, service and gateway.
It remains unclear whether further tropical systems will affect the same major port clusters before schedules recover.
The extent of downstream congestion at destination ports will depend partly on whether delayed vessels arrive in concentrated waves.
The next one to three weeks are likely to be more important than any single daily port closure because current backlogs require time to unwind.
A period of calmer weather combined with falling waiting times and improved arrival reliability would support gradual normalisation.
Further storms before schedules stabilise would increase the probability that disruption extends deeper into the fourth-quarter peak shipping period.
